For example, when Click the 'Export' button in the Export dialog to export a PNG, the newly opened export settings dialog does not become the active window.

Is this from a technical point of view somehow related to bug #678359?

It does sound very similar to me.

Note that when I was working with GIMP I put it into 'Single-Window Mode', so the export settings dialog still appears in front of the main window. Also there was enough space to the left of the main export dialog window so that the export settings dialog was not obscured - I don't know if it was logically 'behind' the export dialog in terms of the windowing system.

It's the same reason, just a different symptom.
