Offset for data label is 10 at max.
This is quite small, depending on your graph.

It seems to be difficult to imagine that a distance of much more than 10 pixels from the data point will still make it clear which data point is labelled?!

Why prescribing a limit?
There is no limit in axis offset.

I suspect there is in fact only a limit n the GUI: the spin button needs an upper limit.

The limit for the axis offset is 10000.

I would accept a bit more than 10, may be not more than 20 though.
If you want labels elsewhere, you can create a new series with invisible lines and markers and use it to position your labels.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
