Here a patch to make gtk-doc dependency optional in gobject-introspection

I know I said in bug #674314 I do not plan to patch more modules, but I think gobject-introspection is a special case as Its very tight relation with glib

I think this is fine, but my worry still remains that we're later going to find out that this "stub makefile" we're writing out breaks later.
