This is with Empathy 3.5.92.

1. Make sure you haven't opened the Empathy contact roster yet for the current session. If you have, reboot.

2. Focus a chat window. For example by clicking on the GNOME Shell notification for an incoming chat, or by starting a chat through GNOME Contacts.

3. Look at the Application menu, it only contains the « Quit » item.

4. Open the Empathy contact roster.

5. Look at the Application menu, it now contains all the expected items.

6. Close the Empathy contact roster.

7. Look at the Application menu, it still contains all the expected items.

The application menu should really be populated even without having started the contact roster. If it is there ( because I focused a chat window), it should have everything in it.

Actually, it's even worse. :-/

8. Close the chat window as well (now there are no more Empathy related windows opened)

9. Start the Empathy contact roster.

10. Look at the Application menu, it now contains only the following items:
- New conversation...
- New call...
- Contacts
- Rooms

11. Switch to another window (e.g the Firefox window I'm writing this bug in)

12. Switch back to the contact roster window

13. Look at the Application menu, it now contains all items.

I agree it's not great but unfortunally we didn't had time to implement the global menu in empathy-chat this cycle. Hopefully it would be done for 3.8 : bug #676082
