With 3.5.92, I get a scrollbar in the sidebar that has a white background, and the thumb is not turning blue when dragged.

I don't think this changed for 3.6 - sidebar scrollbars are handled differently in the theme, since the sidebar has a different background, and I believe that's on purpose. Maybe we shouldn't do it though - CC-ing Lapo.

Came up with a patch together with Lapo for this, which I just pushed to master.
