Logged into GNOME from the gdm login screen.  Brings up icons on left hand side of screen; however, the panel never appeared.

Simply log in using the gdm login.  Select GNOME as the desktop.

Please try the latest gnome-libs and gnome-core releases available at
http://download.gnome.org/ and report if this has been fixed.
