For OSTree, I'm trying to move the operating system components to a
model where they dynamically create whatever directories/data is
necessary in /var on startup, if necessary.

This helps in deploying newer/older versions of the system.  I'd like
components to be relatively robust against unexpected/stale data in
/var.

Thus, here we create the home directory on demand.
