In case the user hasn't configured any input source it's less
surprising to default to the current X server's XKB layout and variant
than defaulting to the 'us' layout.

Those strings aren't user visible strings, so this shouldn't be a string freeze break.

We'll need to have gnome-control-center region panel changes to make sure that the list doesn't end up being empty when this key is.
