When the UOA panel is selected in control center that the window matches empathy.  For example, if i select online accounts, the control center icon disappears on the launcher and i get an extra pip for the empathy launcher.

That's really weird; I manually removed the empathy app and providers plugins and this was still happening.

This seems to work fine with the Shell so it could be an Unity bug. Do you know how Unity picks the icon and app name?

I removed all the empathy account plugins and this bug still occured.

According to strace, libempathy is not even loaded (the CC just parses empathy's desktop file once but it does that for every desktop file) so I think this is really an Unity bug.
