GIMP Installer: French translation missing

The Windows installer is missing a French translation. As French is spoken widely in the world, this could help spreading GIMP a bit more.
All it takes for that is someone to translate the en.setup.isl file from http://git.gnome.org/browse/gimp/tree/build/windows/installer/lang?h=gimp-2-8 to French
Covered by https://live.gnome.org/TranslationProject/TranslationsOutsideStatus . Moving to "L10N" product as this is for a translation team.
It would be easier for translators if those strings were integrated in standard po files. Filed #683710 to track this.

Created attachment 272053 [details] Installer file in french Here's a first take. As there was no translation, it should improve things. Had some trouble on the kind of characters allowed in the file (like unicode suspension points "…"). I think non-breaking spaces were accepted, vim didn't complained on those when saving the file. Please test.
The file encoding is the same as the Innosetup translation to French (at http://www.jrsoftware.org/files/istrans/). An actual installer - but let's assume this to be fixed, if anything pops up we'll file a new bug for that.
