pad templates for encodebin are _%u

Fixes cheese GStreamer-CRITICAL **: gst_element_request_pad: assertion
`templ != NULL' failed.
ie  gst_element_class_get_pad_template was not finding the templates
which are now "_%u".

Tested here, that fixes Cheese Gstreamer 1.0 for me.
