I've upgraded gnome-control-center to version 3.5.90 as part of a full gnome rebuild to the same version (on a slackware box).   Running g-c-c->keyboard->layout settings takes me to region & language->input sources.   My keyboard is shown, but the tool-box button is inactivated when I select the language I want. 

What I'm looking for is a way to swap the control and cap-locks keys.

The toolbox button will configure input sources such as Chinese, etc. There are no such options for keyboard layouts that we'd want to show.
