If I record my desktop in Gnome shell with Ctrl+Alt+Shift+R a video is created in the Videos folder.

However if I play this file in totem it first says it has a duration of only 1 second. Then when I start playback the duration gets longer and longer till it reaches the final 23 seconds.

I'm not sure if it's gstreamer or totem related but it seems more as a codec issue to me because nautilus also shows a duration of 1sec in the file properties.

Thanks for taking the time to report this bug.
This particular bug has already been reported into our bug tracking system, but we are happy to tell you that the problem has already been fixed. It should be solved in the next software version. You may want to check for a software upgrade.
