See attached example.

The first header levels, 2 and 3, are shown as level H1 and H2 in html.
While this should be H2 and H3.

After a (2nd) level 1 header the (following) levels 2/3 are correct.

Confirmed. Should be fixed in the next subversion update.

This bug was previously marked ASSIGNED, which means it should be fixed in
doxygen version 1.8.2. Please verify if this is indeed the case. Reopen the
bug if you think it is not fixed and please include any additional information
that you think can be relevant.
