Won't allow weak passwords, doesn't give an explanation

If I try to set a weak password, the 'Change' button remains insensitive, but the reason is unclear. I don't think we should block the user from setting a weak password. It's really up to them - the user experience should be to guide and assist, not dictate or prescribe. And if we do insist on a strong password, we should make it clear why the 'Change' button is insensitive.

Sorry, but I think we need to allow the sysadmin to enforce a policy.
I don't think the policy shouldn't be set by the accounts UI though. More like somewhere nearer to org.freedesktop.Accounts/libaccountservice.

This bug was filed against gnome-control-center, but marked as a dupe of a bug in gnome-initial-setup. As of control-center 3.8.3(-1.fc19) and gnome-initial-setup 0.12(-1.fc19), this appears to be fixed in g-i-s but not in c-c: I can create a user with the password 'test' in g-i-s, but not in c-c. Can this bug be re-opened for the cc case?
