I recorded a screencast that shows how the bug occurs:

Steps to reproduce:
1) setup usb 3G modem and use it
2) go to "Options..." of the broadband connection and change the APN to
   something invalid.
3) unplug and replug the modem
4) Try to go to the "Options..." to fix the APN.

Expected results:
4) The "Options..." dialog can be accessed and the mistake made by the
   user in step 2) can be corrected.

Actual results:
4) The "Options..." dialog is grayed out. The user is helpless and the
   only way to fix the situation seems to be to edit /etc/ from command
   line.

The problem is that gnome-control-center greys out "Options..." button if there's no connection (because it's not obvious what connection profile should be launched via nm-connection-editor). The behaviour has been made better lately, for devices that only have one connection - see bug 653296.
But, I guess control-center could launch nm-connection-editor with "Mobile Broadband" (or other) tab selected if there's no active connection, and let the user to choose a connection to edit.

This should be fixed in GNOME 3.6 now. Please reopen if you still have problems with the updated panel.
