Devhelp is being updated to support the Application menu ('application-menu' branch). see https://bugzilla.gnome.org/show_bug.cgi?id=677927

In the process, DhBase was completely converted to be a GtkApplication. As we do not want Anjuta to instantiate a Devhelp application through the new DhApp, it now needs to create the book manager itself.

This patch works with Devhelp as given in the 'application-menu' branch.

Devhelp changes are now in git master, so it should be time to merge this patch.
