Clocks should provide an app menu (see https://live.gnome.org/GnomeGoals/PortToGMenu). I'd recommend including three basic menu entries to begin with: Help, About Clocks and Quit. In the future we might want to add other things there.

This bug requires an about dialog for Clocks. We'll need to wait for documentation to be written before we add a Help entry.
