- Start gnome-contacts and look for a contact for who it suggests you to link it with another persona.
- Exit gnome-contacts and restart it using gnome-contacts -i $INDIVIDUAL-ID  (of this contact)
- It does not suggest you to link it. Searching for another contact and then going back to the original one does suggest linking.

This is pretty annoying as Empathy now rely on Contacts for linking and use "gnome-contacts -i" to display a contact's details.
