Gimp failed to open file with UTF-8 characeters in file name under Windows 7

Created attachment 216782 [details] Evidence: Errror when double clicking a file to open with Gimp 2.8 Environment: - Windows 7, English version # non Unicode encoding (Japanese) set to UTF-8 - Gimp 2.8 Actual result: - Create a graphics file with UTF-8 characters in filename - Double click it to open the file with Gimp 2.8 Note: double click it, not openning from Menu -> File -> Open -> Select a file - Gimp 2.8 failed to load. Evidence: See attachment Expected result: - Gimp 2.8 sucessfully open the file in its window. Attached: - Evidence - A png file to reproduce the bug Note on installation of Gimp 2.8 to reproduce this bug: - Run Gimp 2.8 installer (msi) - Let Gimp handle .png extension by default
