At the login prompt GDM shows on screen keyboard option, but after screen gets locked there is no option to select on screen keyboard.

Steps to reproduce:-

1: Assuming that you have logged into system

2: Press ALT+CRTL+L key to lock the screen.

3: Screen gets locked. 

Expected Result:-

There should be option to select on screen keyboard.

Actual Result:-
No option to select on screen keyboard.

Platform:-

Fedora 17 


Note:-
Specially if you are using GNOME in tablet device. You can't unlock the screen.You need to go to terminal and kill the gnome-screensaver to unlock it.

It has nothing to do with gnome-control-center, or the (obsoleted) session properties.Thanks for the bug report. This particular bug has already been reported into our bug tracking system, but please feel free to report any further bugs you find.
