Indicate when an online account is not authenticated

Created attachment 216165 [details] Empty Contacts app When I launched Contacts, it asked me if I want to store my contacts in a Google address book or locally, and I selected Google. It also had a link to Online Accounts settings, where I have previously added a Google account. However, the next application screen was completely empty, with one "New" button to add a contact, but with no way for me to take a look at my Google contacts or initiate a conversation with a contact. The contacts only showed up when I manually changed the status to "Available" in the user menu. The contacts should be pulled in even if the user is "Unavailable".
The availible status should have no bearing on this. However, what *might* have happened is that the goa account was not authenticated, and connecting the account with empathy fixed this. We really should report offline/non-authenticated state better.
Let's use this bug to track the non-authenticated state. We probably need to use an in-app notification to inform the user when one of their GOA accounts is non-authenticated.
