When I lock the screen in GNOME 3 and try to log back in, I am unable to change the keyboard layout used to input the password (I have both 'dvorak' and 'no' layouts enabled, with dvorak default).

The language switcher widget next to the input box changes, but it seems to do nothing. Even when I have the layout set to 'no' I have to type my password as if the keyboard was set to 'dvorak'. This occurs whether I use the keyboard shortcut to switch or if I click the layout switcher.

As I'm now going to have people using this computer that are not familiar with dvorak, this is not optimal. 

I'm currently using GNOME 3.4.1-3 in Arch Linux 64bit.

This particular bug has already been reported into our bug tracking system, but we are happy to tell you that the problem has already been fixed. It should be solved in the next software version. You may want to check for a software upgrade of the gtk+ package.
