Memory leak when parsing with XML_PARSE_IGNORE_ENC [v. 2.8.0]

the encoding string is ignored but it's not freed. file: parser.c, line: 9943. The "encoding" is returned but actually discarded when being called from "xmlParseXMLDecl". Since "encoding" is not added to the context it's leaking. I put an xmlFree into my sources. Is this enough?
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
