The internal help browser doesn't display content on Windows, failing with "Error opening file: Invalid argument".

Tracing with Process Monitor reveals that it's trying to open "C:\C:\Program Files\GIMP 2\share\gimp\2.0\help\sl\index.html" (notice the double C:\).
