It draws wireframes, but for any wireframe it draws, it seems to anchor it at the current focused window, not the window it's drawing the wireframe for. 
Also, the wireframes are ugly.

Note: I don't use this feature, but it was behaving oddly enough that some of us on IRC that stumbled across the keybinding couldn't initially figure out what the feature *was*.
