Just upgrade to F17 and now the speaker and the battery icons in the panel are way too big; see the screenshot at http://people.gnome.org/~chpe/big-icons.png (and after a session restart, additionally the spacing has increased even more, but I was too lazy to make another screenshot :-). 
(Session in forced fallback mode.)

Using:
gnome-panel-3.4.1-2.fc17.i686
gnome-icon-theme-symbolic-3.4.0-1.fc17.noarch
gnome-themes-standard-3.4.1-1.fc17.i686

I guess this could be either a problem in the notification area, the theme or those two specific apps that put the icons there.
