I think they should be just downloaded, and the user will have the option to launch them from the download bottom bar. Fedora 17
This is a preference. Just unset it? Preferences->General: Automatically open downloaded files.
Yes, only later did I see that. Should it be the default behavior though? Chrome for example doesn't launch automatically by default.
There's been lots of discussion on Epiphany's (auto-)download behavior, even to the point where Debian included a custom patch to make it behave differently than the default setting. If you have an evening to spare, go digging in bugzilla. ;) With the download bar, a lot of that discussion is moot, but still the question is why should Epiphany _not_ auto-open downloads by default? Most of the time this is the desired "just works" behavior, and if you just want to download there's always the 'download link' option in the context menu.
I can say that most people is used to deciding what to do with the download/ing file. In our case I think it is the right thing to start the download right away, but when AUTO_DOWNLOADS is on then you can possibly get many windows that clutter your space. The idea for auto starting downloads was to not obstruct or nag constantly, but popping applications when downloads finish can be equally nasty. I have come to like Chrome's behavior, which is the one we mimic when AUTO_DOWNLOADS is off. I have not tried the new Firefox 13 style, but the old one of popping a small window is annoying. Safari does a small button/tooltip IIRC. But I have not used it much time.
