This bug is still valid with the new design introduced for 3.12: if there are no devices, you get a "Devices" heading with a lot of grey space underneath. Maybe we could show a string in the middle of the panel: "Searching for nearby bluetooth devices".

The frame for the list box also doesn't hide when the last device disappears.

Allan, any chance you could make a mockup of what the empty state should look like?
