The no devices initial experience is not super. We could be a bit more helpful and not show an empty Devices section.

This bug is still valid with the new design introduced for 3.12: if there are no devices, you get a "Devices" heading with a lot of grey space underneath.

Maybe we could show a string in the middle of the panel: "Searching for nearby bluetooth devices".

The frame for the list box also doesn't hide when the last device disappears.

    settings: Show label when Devices section is empty
    
    Instead of showing an empty looking GtkListBox, show a filler label
    saying "Searching for devices..." and make it disappear when devices
    finally appear.
