Proposed Patch to prevent OrganizePlacemarks to open multiple dialogs

The Organize Placemarks does not control if its already opened, leading to various dialogs open.

Emerillon is not under active development anymore and has not seen code changes for many years. 
Its codebase has been archived: https://gitlab.gnome.org/Archive/emerillon/commits/master

The project has been superseded by GNOME Maps: https://wiki.gnome.org/Apps/Maps
