a logout is required to actually make an account an admin

Choosing admin in the list isn't enough you have to logout. Ideally this wouldn't be needed. But if it is we should probably tell the user.
This could be done with a notification. "You have been made an administrator on this system. You need to log out to upgrade your account. [ Ignore ] [ Log Out ]"
