Patch for 0.10 HEAD

The MATE desktop uses mate-conf in place of GConf.  This patch adds a mateconfelements plugin to serve the same purpose as gconfelements did for GNOME.

I don't know, this looks like something that might be better put inside the MATE desktop code base for the time being.

This rebranding seems completely gratuitous to me.

But in any case, we don't add new elements/features to 0.10 any more, and the gconf elements have been removed in 0.11/1.0 as well.
