Patch to version the vala.m4 with --disable-unversioned

Unfortunately, it seems that vala.m4 has been removed from install when using versioned builds, to avoid the conflict, instead of versioning the file to resolve the problem, as is done with other files. The attached patch resolves this problem by versioning the vala.m4 when using --disable-unversioned.

As discussed on IRC, I don't think we can install multiple m4 files (one per version) defining the same macros. Distributions that don't use --enable-unversioned at all can install vala.m4 as part of the packaging process.
