The "devices-placeholder" menu item will soon be removed. TV Sources should now be exposed through grilo, as that's what Totem will be using to looking for various media sources.

Does this mean that Totem cannot be extended by plugins in the same way it does work currently? I'm not familiar with grilo and there doesn't seem to be any documentation on how to get started. I'm just trying to understand what the consequences of Totem moving to grilo is. A short explanation would be highly appreciated!

Depends what you want to extend really.

Basically, instead of having your Totem plugin set up menus that launch TV watching, you'd have a grilo plugin that would export a list of TV channels. You could also export the recordings you have, with metadata and all.

Launch grilo-test-ui and see what you could be exporting. The TV channels would probably be a section under the main screen, as seen in:

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all older bug reports and feature requests in GNOME Bugzilla which have not seen updates for a while.
