How to reproduce:
1. Start GIMP. 
2. Go to File/Create and then one item from the Buttons, Logos, Patterns or 'Web page themes' submenus.

This should happen:
The corresponding option dialog opens in the foreground.

This actually happens:
The corresponding option dialog opens in the background. If the user selects the desired item again, he/she will get the message 'Script-Fu cannot process two scripts at the same time. You are already running the <already running hidden> script.' This leads the user to confusion. 

It happens only the first time one of these items is chosen, quite after GIMPs start. After bringing the options dialog to the foreground, it will open in the foreground the next time. This behaviour is also independent from Single Window Mode.
