Recently, Epiphany gained a Quit action in the application menu.
This Quit action lets Epiphany behave differently than just closing all windows: it offers to restore the session at next startup.
I think that one open Epiphany window is just as much a session as multiple open windows which are closed at once with Quit, so Epiphany should also offer to restore the session when the last window is closed.

Fixed in master, commit 381ce4af310607cc84ac1e84abbecda2d7d3e7d9
