Hello, 

The GNOME applications with tab support I've seen so far(gedit, Web...) have the ability to drag a tab outside  the window to create a new separate window. Except for Nautilus, it does do that. All you can do is arrange the tabs, and that's it.

I think GNOME apps should be consistent in terms of functionality, you can't have an app to do something with a component and another thing somewhere else with the same component.
