Can't add/edit network addresses unless plugged into the network

I cannot look at my network settings for my fixed IP address unless I have the cable plugged in. While attempting to assist a collegue setup their system using mine as an example cannot be done since I can't see my settings unless I'm plugged into the cable at work. (I'm using wireless) Also the configure button is disabled when there is no cable plugged in. While this sounds like a good idea in practice it is a pain. It is difficult to setup multiple fixed IP addresses on the same network card to flip between them. For example I recently wanted to configure a cisco switch and flip back and forth to a 192.* network and a 10.* however the ability to have multiple IP's on the same card seems to have disappeared. So I gave up and used a freebsd machine. This isn't a bu per se, but as there doesn't seem to be any way to report "Interface Difficulties" I have sent this bug report.
Which NM version is this about?
By your mentioning "Configure..." button, I think you use Gnome 3 and it's control-center you deal with. It's the deficiency of the control-center that you can't bring up nm-connection-editor if the interface is not activated (Configure is greyed). Thus making this duplicate of bug 653296 (control-center) As a workaround you can open the editor via Applications->Other->Network Connections, or press Alt+F2, type nm-connection-editor and press Enter. *** This bug has been marked as a duplicate of bug 653296 ***
