RTL directionality is not applied

On ubuntu 12.04, nvidia, 64-bit, gnome-shell 3.3.92-0ubuntu1.
 
Last update broke gnome shell's support for RTL directinality.
This affects everything - the panel, the sidebar, the message tray and so on.
Screenshots work only on regular view, so the screenshot attached shows only the panel problem. The "activities" (in Hebrew: פעילויות) should be on the right hand side, and my name should be on the left hand side.

What Clutter version are you using? You will need this[0] commit for Hebrew (and the follow-up commit for other RTL locales).

My clutter version is the one in precise repos: libclutter-1.0-0 version 1.9.16-0ubuntu2.

The issue seems to be fixed after some unidentified distribution updates to other packages.
