I keep reserving for translation when I just want to write a comment. 

Am I the only one? In most cases "Write a comment" is the default action. But in some cases the default action is "Reserve for translation". Therefore my mistakes. 

I think that "Write a comment" should always be the default action.

Note: I did not identified the exact cases when "Reserve for translation" is the default action. In this situations, if we do the UI change, this will perturb the users who are used to have "Reserve for translation as a default".  

A better alternative that would fix this issue, is to use action buttons, rather than a drop down list. See bug #650571
