2 different places to tweak time format

The "Region and Language / Formats" panel allows user to choose the locale setting used to display a wide variety of formats, including the time. (org.gnome.system.locale region) The "Date and time" panel allows user to switch between the 12 and 24 time format. (org.gnome.desktop.interface clock-format) The former is superset of the latter so it's not clear which one will be used to display the time on the whole desktop. In https://bugzilla.gnome.org/show_bug.cgi?id=608474#c30 Jon suggested that the locale one could set a default value to the clock-format setting. Or maybe the Formats panel should just stop pretending changing the time format as well?
