In Ubuntu Precise and Oneiric, the options "Icons only" and "Text beside icons" have the same result (under Preferences->"Toolbar Button Labels").

"Text beside icons" only displays the text for items marked 'important'.  Normally only the play button is marked as important, and an Ubuntu patch removes that marking so no buttons are important.  They should probably remove the 'text beside icons' option since it has no visible effect.
