If you add a sheet, and then remove it, a dialog pops up asking for
confirmation. If the sheet has not been touched (i.e. no name, no
formating, no entries, ?selection still A1?) deleting the sheet should
proceed without asking for a gratuitous confirmation.

1) new gnumeric
2) right click on the "Sheet 1" tab -> "Add another sheet"
3) right click on the "Sheet 2" tab -> "Remove sheet"
--> asks for confirmation. It should include a simple check to see if the
sheet was even touched. If it has not been touched, gnumeric should simply
delete the sheet and save the user some effort.
