With gtk+-3.3.16 and earlier, gnome-terminal and other applications based on the gtk3 version of vte (such as /usr/bin/vte2_90) can be scrolled up and down with the mouse wheel when the cursor is over the main terminal window.

With gtk+-3.3.18, mouse wheel scrolling works only when the mouse is directly over the scroll bar. Scrolling the wheel with the mouse over the main terminal window has no effect.

This affects both vte-0.30.1 and vte-0.31.0 on a Gentoo system with xorg-server-1.11.4 and libXi-1.5.0.

I have the same issue 
gtk+-3.3.18
vte-0.31
gnome-terminal-3.2.0

Scrolling with keyboard still works.
