According to http://git.gnome.org/browse/gnome-network/log/ , gnome-network has not seen any code changes since 2004-01-29.
It is closed in GNOME Bugzilla for new bug entry and in the "Deprecated" classification.

Please archive/remove this module from http://l10n.gnome.org/module/gnome-network/
