Empathy already has some of the pieces needed run from its source directory, but it needs to be prodded a bit more to make it workable (eg. fixing gsettings issues).

The tools/ directory is supposed to be a bare copy from telepathy-glib/tools so I'd prefer to keep it as unchanged as possible. Could you just add empathy-env.in without removing telepathy-env.in?

While you're on it, would you mind taking a look on bug #616159 as well?
