Fish file location moved in recent gnome-panel, so the files are not found by gnome-shell.

(Btw, wanda causes gnome-shell to have an optional runtime dep on gnome-panel. Should we move those files to a lower component in the stack like gnome-desktop or do we accept the loss of "functionality" if gnome-panel is not installed?)

Recent gnome-panel moved the fish keyfile and animations. Fix that.
