Gnome magnifier is now embedded into Gnome Shell, but many users are still being bound to Fallback mode, not to mention those using Ubuntu Unity.
Under such circumstances, the magnifier setting should notify the user that it won't work, instead of having users left confused attempting to switch it on and off while seeing nothing.

I'm sure ubuntu can come up with a patch for this problem that they have caused for themselves...

What we should consider doing is simply disable all the zoom controls if the org.gnome.Shell name is not taken on the bus, or doesn't provide the org.gnome.Magnifier interface.
