Hmm, works as it should for me.

I see a two other bugs here:
 * broken markup in the error message shown by eog (will push a fix)
 * eog not recognizing the compressed file

but no hang.

Regarding this point it does look like the file's actually compressed twice. 
If you gunzip the file as it downloads from above I get another compressed file which contains the SVG data.

Can you please check if the lockup is still occuring?
It's not reproducable for me.

Please also try after gunzip-ing the image once.

Can't reproduce in eog 3.6.2-1.fc18, closing as FIXED
