When a PDF has annotations, as commonly used for review purposes, I'd
like to have "next annotation" and "previous annotation" buttons (and
more importantly keyboard shortcuts) for navigation.

I use the sidebar of annotations for that purpose.  By default it shows the thumbnails, but you can change to show the annotations list.

That sidebar still needs some work, which is in progress (slowly, though).

However, the keyboard shortcuts would be missing.
